Starting January 1, 2026, new applicants and people renewing their Medicaid would be checked under these new, wider rules. The Health and Human Services Commission would manage the expansion and make necessary rules to put the bill into action. The state would have to report every December about how the expansion affects Texas. These reports would show how many more people have health coverage, what it costs the state and local governments, and how much hospitals save by not giving uncompensated care. This tracking helps lawmakers understand if the expansion is working well. The bill has one important condition: it only takes effect if Texas voters approve a constitutional amendment about Medicaid expansion. This means Texans will have a direct say in whether this change happens. If voters approve, more families in our community would have access to the health care they need.
