By upgrading school playgrounds and opening them to the public, neighborhoods near Frazier, Sparks, and Lyons elementaries would gain new green space — without building anything from scratch. Once approved, playground improvements would be made at the three schools and the spaces would be designated as public parks and recreational facilities.
