Overview
Congressman Christian Menefee from Houston introduced the Special Election Timeliness Act (SET Act). This bill would require states to hold special elections within 180 days when a House seat becomes vacant. Menefee's own experience sparked this proposal. After former Representative Sylvester Turner died in March 2025, Texas' 18th Congressional District stayed empty for 334 days. Governor Greg Abbott waited months to call the special election. During this time, Houston residents in the district had no voice in Congress. They were taxed and governed without representation. This matters because when seats stay vacant, communities lose their voice on important votes. During Menefee's vacancy, Republicans passed major legislation by single-vote margins. An additional Democratic vote could have changed outcomes on key issues. The 18th District covers much of central Houston, including downtown, the Heights, and Third Ward. These neighborhoods deserve consistent representation. The SET Act would prevent future long vacancies by setting a clear deadline. States would have to act within six months, not leave seats empty for nearly a year. Houston residents can support this bill by contacting their representatives. They can also follow Menefee's office for updates on the legislation's progress. This bill protects our democratic right to representation and ensures Houston's voice stays strong in Congress.
