The One Big Beautiful Bill Act brought new federal rules that expanded work requirements to able-bodied adults under 65 without dependents, requiring at least 80 hours a month of work, job training, or volunteering. The rules also cut or eliminated benefits for refugees and asylees who aren't legal permanent residents, and for adults caring for teenagers aged 14 to 17 who aren't meeting work requirements. Some people who still qualify have stopped applying because they're confused or worried about penalties. Total SNAP payments to Houston-area households dropped from about $158 million in June 2025 to $125 million in June 2026.
