How to Apply for SNAP Benefits in Texas

Overview
SNAP (Supplemental Nutrition Assistance Program) helps families and individuals buy groceries. In Texas, it is administered by the Health and Human Services Commission (HHSC). Benefits load onto a Lone Star Card — a debit card you use at grocery stores, farmers markets, and some online retailers.
There is no waiting list. If you qualify, you get benefits. The application is free. You can apply online, by phone, by fax, or in person.

Key Ideas
Who qualifies: Income limits vary by household size. For a family of 4, gross monthly income must be at or below $3,250 (200% of federal poverty level for broad-based categorical eligibility in Texas). Most working families, seniors on fixed incomes, and people with disabilities qualify.
What counts as income: Wages, self-employment, Social Security, SSI, unemployment, child support received, pensions. Some deductions apply: shelter costs, dependent care, medical expenses for elderly/disabled members.
What SNAP covers: Bread, cereal, fruits, vegetables, meat, fish, poultry, dairy, seeds and plants for growing food. Does NOT cover: alcohol, tobacco, vitamins, hot prepared food, non-food items (paper goods, cleaning supplies, pet food).
Benefit amounts: Based on household size, income, and expenses. A family of 4 can receive up to $973/month. The average Texas household receives about $350-450/month.
Lone Star Card: Works like a debit card at any store that accepts EBT. Accepted at H-E-B, Walmart, Kroger, Fiesta, ALDI, Target, Costco, Sam's Club, Amazon (online grocery), and most farmers markets in Houston.

Put It Into Practice
Practice
Step 1: Apply online (fastest)
Go to yourtexasbenefits.com and create an account. Complete the application — about 30-45 minutes. You will need: Social Security numbers for all household members, proof of income (pay stubs, benefit letters), proof of identity (driver's license, state ID), and rent/mortgage and utility amounts.
Step 2: Complete the interview
After you submit, HHSC will schedule a phone interview within 30 days. Answer the call. They will verify your information and may ask for additional documents. You can upload documents at yourtexasbenefits.com.
Step 3: Get your card
If approved, your Lone Star Card arrives by mail within 30 days of your application. Benefits are loaded automatically each month based on the last digit of your case number.
Expedited benefits: If your household has less than $150 in monthly income and less than $100 in liquid resources, or if your monthly rent/mortgage plus utilities exceeds your income, you may qualify for expedited processing — benefits within 7 days.
