After major floods, the federal government sent Harris County money through programs called CDBG-DR (disaster recovery) and CDBG-MIT (mitigation). These three engineering firms help manage and inspect the flood control projects that money pays for. Renewing their contracts keeps that work on track for another year, from August 2026 through August 2027.
The county is renewing professional engineering contracts with three firms: - BGE, Inc. — up to $10,000,000 - Quiddity Engineering, LLC — up to $10,000,000 - WSP USA Inc. — up to $6,000,000
The firms provide program management, project management, construction management, and inspection services for flood control work. The county also set a goal that at least 20% of contract dollars go to minority- and women-owned businesses (MWBE). BGE is currently at 45.72%, which is well above goal. Quiddity is at 5.1% and WSP is at 9.29%, both below the 20% target.
