Harris County would partner with Building a Better Life Foundation to bring free portable libraries and workshops to Precinct 4 parks and community centers.
Harris County Commissioners Court introduced this interlocal agreement on August 14, 2026. It asks the County Judge to sign a deal with Building a Better Life Foundation to place portable libraries at Precinct 4 community centers and parks. The libraries would offer free books and educational workshops at no cost to the County.
