Harris County Commissioners Court will discuss funding and staffing needed to open five new Civil District Courts created by Senate Bill 2878.
On July 9, 2026, Harris County Commissioners Court will discuss and possibly vote on supplemental budget funds and new staff positions needed to open five new Civil District Courts. The Texas Legislature passed Senate Bill 2878 creating these courts — the 513th through 517th Judicial Districts — to address Harris County's large civil case backlog. Three courts opened October 1, 2025, and two more are set to open October 1, 2026.
New courts affect how long civil lawsuits take in Harris County. County budget dollars pay for staff and operations. Neighbors involved in civil legal matters may see changes in how cases are scheduled.
