On July 9, 2026, Harris County Commissioners Court will vote on whether to give the Harris County Flood Control District's Executive Director — or his designees — authority to sign banking documents for two federal grant programs: CDBG-DR and CDBG-MIT. These HUD-funded programs support Hurricane Harvey recovery and future flood mitigation across Harris County. Having authorized signatories in place helps keep grant-funded projects on track before federal spending deadlines in 2027 and 2028.
This vote decides who can sign official bank documents for federal flood recovery and mitigation grant money. If no one is authorized to sign, grant-funded flood projects in Harris County could be delayed.
