Harris County Commissioners Court will vote on July 9, 2026, on a budget update to its agreement with Children At Risk for the Early Learning Quality Network (ELQN). ELQN is a Harris County program using American Rescue Plan funds to improve child care quality for children ages 0–8 in five underserved communities. Children At Risk coordinates the program and supports four local partner organizations. This amendment only updates the budget — no extra county money is added.
