Harris County may refinance existing debt by issuing new bonds on July 9, 2026, aiming to lower interest costs for taxpayers.
Harris County's Office of Management and Budget is asking Commissioners Court to approve the sale of Permanent Improvement Refunding Bonds, Series 2026A. These refunding bonds replace older county debt with new bonds at lower interest rates — similar to refinancing a mortgage — to reduce debt costs and save taxpayer money. The bonds would be backed by Harris County property taxes. Commissioners Court will vote on July 9, 2026. Residents can sign up to speak at appearancerequest.harriscountytx.gov.
Harris County property taxes back these bonds. If approved, the county issues new bonds to replace older debt. Taxpayers who pay property taxes in Harris County are the source of repayment.
