Request by the Commissioner of Precinct 1 for approval of interlocal agreements for County participation in City of Houston Tax Increment Reinvestment Zone Number 7 (OST), Tax Increment Reinvestment Zone Number 2 (Midtown), and Tax Increment Reinvestment Zone 26 (Sunnyside), and associated interlocal agreements regarding County projects.
Harris County Commissioners Court will vote July 9, 2026 on joining three City of Houston reinvestment zones covering OST, Midtown, and Sunnyside.
On July 9, 2026, Harris County Commissioners Court will vote on interlocal agreements letting Harris County formally join three City of Houston Tax Increment Reinvestment Zones: TIRZ 7 (OST/Almeda), TIRZ 2 (Midtown), and TIRZ 26 (Sunnyside). These agreements direct a share of county property tax growth back into public improvements in each zone and cover related county projects. The item was introduced July 1, 2026, and is sponsored by the Precinct 1 Commissioner.
If approved, a share of Harris County property tax growth in three Houston neighborhoods—OST/Almeda, Midtown, and Sunnyside—would be redirected into improvements inside those zones instead of going to the county's general fund.
