What is an ESD?
An Emergency Services District (ESD) is a local government agency created by a vote of the public to provide fire protection and/or emergency medical services (EMS) in specific areas in unincorporated Harris County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code. An ESD collects taxes based on appraisals of real and personal property, and usually contracts with a service provider, e.g. Klein Volunteer Fire Department. There are two types of ESDs: one is for fire protection and the other is for emergency medical services (EMS).
An ESD is governed by a board of commissioners who are elected to four-year staggered terms by the residents in the district. All candidates must file an application with an ESD board secretary or other officer appointed to carry out election duties. All members must be 18 years old and a resident of the district.

Harris Health is a community-focused academic healthcare system dedicated to improving the health of those in need in Harris County through quality care delivery, coordination of care, and education.
While medical care is not free at our facilities, there is financial assistance for those who qualify. Harris Health’s Financial Assistance Program is not insurance, but based on your household income, you may qualify for partial financial assistance to help cover some of the costs of clinic and hospital visits within Harris Health. To qualify for financial assistance, your household income may not exceed 150% of the Federal Poverty Level.

Harris County and the National Association of Counties (NACo) announce a new, free prescription discount card program for all Harris County residents. The card offers an average of 20 percent off prescription medicines not covered by insurance when presented at a participating retail pharmacy. The card is ready for immediate use and nine out of ten pharmacies nationwide accept this discount card. No enrollment form or membership fee is required.
Additional information regarding NACo’s discount prescription card program, including a list of participating pharmacies, estimated costs/savings for medications, drug interactions, and news articles from leading health journals, can be obtained at www.nacorx.org. Caremark can also be contacted directly at 1-877-321-2652 (toll-free).

Harris County Public Health investigates complaints that may violate the Texas Neighborhood Nuisance Abatement Act, a law intended to eliminate public nuisances in unincorporated areas of Texas. Examples of neighborhood nuisances include accumulated rubbish, standing water, conditions that harbor insects and rodents, abandoned swimming pools, high weeds and dilapidated structures. Following an investigation that results in a nuisance notification, a property owner or occupant has thirty days to eliminate the nuisance. Failure to comply can result in civil action or criminal prosecution.
