The Water Project Navigators Act would create a Water Project Navigators Program to help states, tribes, local governments, and nonprofits plan and carry out water projects. It targets disadvantaged communities and focuses on improving water access, recycling, conservation, and climate resilience. Eligible projects must also benefit ecosystems, fish and wildlife habitat, and water quality. The bill was introduced in the U.S. Senate in February 2026.
Houston neighborhoods, especially lower-income ones, could get help planning water projects like conservation or flood resilience improvements if local governments or nonprofits apply for navigator support.
