Tax Increment Reinvestment Zone Number Fourteen funds infrastructure improvements and community reinvestment in Houston's historic Fourth Ward, also known as Freedmen's Town. The TIRZ board meets monthly in public session to review projects balancing preservation of this nationally significant African American heritage community with infrastructure and housing investments.
