Harris County Community Services Department administers federal and state funding to support low and moderate-income residents throughout Harris County. CSD manages Community Development Block Grant (CDBG) and HOME Investment Partnership funds from HUD, providing affordable housing development, home repair assistance, utility bill assistance, and community facility improvements. CSD administers the Harris County Emergency Rental Assistance Program and the Emergency Services program for residents facing housing crises. CSD also oversees Head Start early childhood education programs and senior services throughout unincorporated Harris County.
