Develops and preserves affordable housing in Houston, funds home repair for low-income homeowners, supports first-time homebuyers, and administers federal housing funds.
The City of Houston's Housing and Community Development Department plans and implements programs to expand affordable housing, assist homeowners with repairs, and support residents at risk of displacement. HCD administers Community Development Block Grant, HOME, and other federal housing funds. Programs include the Harvey Homeowner Assistance Program which helped rebuild homes after Hurricane Harvey, a Homeowner Assistance Program for critical repairs, down payment assistance for first-time homebuyers, and rental assistance programs. HCD works with nonprofit partners to develop affordable rental housing and operates the Continuum of Care program to reduce chronic homelessness in Houston.
