WCAG 2.1 AA baseline
We follow the Web Content Accessibility Guidelines 2.1 at the AA level as our minimum standard for every page we ship.
Tested across assistive tech
We test with screen readers (VoiceOver, NVDA), keyboard-only navigation, and high-contrast display modes.
Three languages, equal priority
English, Spanish, and Vietnamese are treated as first-class languages throughout the platform -- never hidden behind a submenu.
What we do
Accessibility built into every decision
- Minimum 18px body text (Source Serif 4) across the entire platform
- 4.5:1 contrast ratio minimum on all text elements
- 48px minimum touch targets on mobile devices
- Skip-to-content link on every page
- Full keyboard navigation with visible focus indicators
- Three languages at equal visual priority (English, Spanish, Vietnamese)
- No auto-playing media and no flashing content
- Semantic HTML structure with proper heading hierarchy
Known limitations
Where we are still improving
- Some older content may not have complete alt text on images -- we are working through the backlog.
- The interactive map requires a pointer device. Keyboard alternative: use the neighborhood search.
- PDF documents may not be fully accessible. We prioritize HTML versions wherever possible.
