Overview
The Council on Recovery (formerly the Council on Alcohol and Drugs Houston) provides free and low-cost substance use treatment, counseling, and recovery support services. Programs include outpatient treatment, relapse prevention groups, family counseling, and peer recovery coaching. The Council also operates a 24-hour helpline. Services are available in English and Spanish. No insurance required — funded by Harris County and state grants.
