Registering to vote in Texas takes about five minutes and can be done online, by mail, or in person at a driver's license office or the county elections office.
The basics
Harris County uses the same registration process as the rest of Texas, but Harris County has its own elections infrastructure — the largest in the state, serving over 2.5 million registered voters.
How to register
Get the form: Fill out the application at vrapp.sos.state.tx.us (must print, sign, and mail), pick one up at any Harris County Tax Office branch, public library, or DPS office.
Fill it out completely: Full legal name, date of birth, Texas driver's license or state ID number (or last 4 of SSN if you do not have a TX ID), and your residential address in Harris County. P.O. boxes are not accepted as your residential address.
Sign it: An unsigned application will be rejected.
Mail it: Harris County Voter Registrar, P.O. Box 1148, Houston, TX 77251-1148.
Deadline: Postmarked at least 30 days before Election Day. No exceptions. No same-day registration in Texas.

No photo ID? You can sign a Reasonable Impediment Declaration at the polls and show a utility bill, bank statement, government document, or paycheck that shows your name and address.
Harris County uses countywide voting — you can vote at ANY polling location in the county, not just your assigned precinct. Find locations at harrisvotes.com.
Early voting: Usually 2 weeks before Election Day. Multiple locations, longer hours, shorter lines. This is the best way to vote in Harris County.
Election Day: 7 AM to 7 PM. Expect longer lines at popular locations.
Mail-in ballot: Available if you are 65+, disabled, in jail but eligible, or will be out of the county for all of early voting and Election Day. Apply at harrisvotes.com or call 713-755-6965.

Common issues
Moved within Harris County? You must update your registration. Submit a new application with your new address.
