HB 22 is a new Texas law that helps our state fund emergency communication systems. The law gives the comptroller authority to pay for equipment and operations that keep people safe during disasters. This includes early warning systems that send alerts about hurricanes, floods, and other emergencies to communities across Texas.
The law also supports "interoperable emergency communication equipment." This means first responders—firefighters, police, and emergency workers—can talk to each other clearly during crises. When different agencies can communicate easily, they respond faster and more effectively. The law funds the cost of this equipment, how it operates, and who maintains it.
HB 22 connects emergency communication funding to broadband development. The state can use its broadband fund to support these systems. The law also lets the state coordinate with the Governor's office and the Texas Division of Emergency Management. Working together helps agencies build communication networks that work across cities and counties.
This law takes effect 91 days after the legislative session ends. It strengthens our community's ability to warn residents about danger and help first responders work as a team when people need us most.
