The Upper Kirby District board meets monthly to oversee TIRZ 19 investments in the Upper Kirby area between the Galleria and Rice Village. Board meetings are open to the public and cover streetscape improvements, drainage projects, and infrastructure investments supporting this walkable mixed-use neighborhood along Kirby Drive and Richmond Avenue. Upper Kirby residents and business owners can attend to comment on projects shaping their neighborhood.
